A US Department of Energy lab is investigating whether Chinese lidar security risks could pose a threat to American infrastructure if the sensors become widely used in vehicles. The review, conducted by the Idaho National Laboratory, has confirmed that funding comes from electric and autonomous vehicle industry groups, though specific companies remain unidentified.
Lidar, which stands for light detection and ranging, uses laser pulses to measure distances, providing autonomous vehicles with high-resolution environmental mapping. As the cost of this technology has plummeted from USD 75,000 to just hundreds of dollars, Chinese manufacturers like Hesai and RoboSense have captured significant market share, raising national security concerns among US lawmakers. According to Innoviz CEO Omer Keilaf, Chinese lidar security risks fall into two categories. The first involves widespread disabling of sensors, attacks that could simultaneously disrupt thousands of vehicles. While researchers have demonstrated individual sensors can be jammed with lasers, the mechanics of mass disruption remain unclear.
The second risk involves data extraction. Lidar sensors collect highly detailed environmental data that could theoretically be compressed and transmitted via cellular chips. Keilaf, who spent seven years in Israeli intelligence, stated, “I can assure you, it’s not very difficult to extract that information. Eventually, the amount of data that the lidar is generating is pretty easily compressed if someone wants to.”
The Economics Driving Adoption
The investigation comes as US automakers face pressure to adopt cost-effective lidar solutions. The price disparity is stark: American companies have struggled to compete with Chinese economies of scale and lower production costs. Luminar recently filed for bankruptcy, while other US lidar manufacturers have consolidated.
Rivian, reportedly considering Chinese lidar for its R2 SUV, has explored making sensors domestically using Chinese technology. CEO RJ Scaringe mentioned “active discussions” about developing US production capacity, though the company’s CFO later clarified there are no in-house development plans.
Regulatory Landscape and Restrictions
Current regulations allow Chinese-made lidar in US vehicles, but the Department of Defense has placed Hesai and RoboSense on its 1260H list for alleged People’s Liberation Army ties, restricting military contracts. The Commerce Department banned Chinese connectivity hardware in passenger cars in 2025, though autonomous vehicle sensors were exempted.
Real-World Disruption Example
Concerns about Chinese lidar security risks became tangible in early 2024 when Hesai customers experienced a full-day outage. The company had not accounted for the extra day in the leap year, causing autonomous vehicles to stop working entirely, offering a preview of what a coordinated disruption might resemble.
Industry Response and Uncertainty
Major automakers including Rivian, General Motors, Ford, and Uber told TechCrunch they were not aware of the Idaho National Laboratory review. Nvidia, Zoox, and Aurora did not respond to inquiries about involvement, while Hesai and RoboSense declined to comment.
The investigation’s outcome could significantly reshape the US autonomous vehicle landscape. If the lab identifies serious vulnerabilities, it might accelerate legislative bans or force expensive domestic supply chain alternatives.
