Apple Calls Out EU for Contradictory App Store Rules
Apple Calls Out EU for Contradictory App Store Rules under the DSA and DMA, arguing that the European Commission is pushing conflicting compliance demands. In a recent letter, Apple claims regulators are enforcing separate policies that don’t align—especially as the company is required to support sideloading while still being questioned about consumer safety and fraud-prevention standards.

In its response to the European Commission, Apple detailed how it detects fraudulent content, reduces financial scams, and verifies business identities. The company added that its existing App Store protections—including safeguards for minors—already meet Digital Services Act requirements. But Apple argues the EU is asking for strict protections while the DMA simultaneously forces Apple to allow sideloading, which bypasses many of those safeguards.
Apple Claims DSA vs. DMA Enforcement Makes No Sense
Kyle Andeer, Apple VP of Legal, said it’s “difficult to square” these investigations with the EU’s “aggressive interpretation” of the Digital Markets Act. He labeled the probe “illogical,” noting that requiring sideloading could expose users to risks the DSA supposedly aims to prevent. Apple says the EU must treat DSA and DMA requirements as a unified framework—rather than enforcing them separately.
